ARLINGTON, Va. (DC News Now) -- Tuesday marks the official beginning of the end for the Circulator bus service, and Circulator operators are already dealing with the impact of layoffs.   As of Tuesday, Oct. 1, the Rosslyn-Dupont Circle service route (RS-DP) has been terminated, and roughly 90 Circulator employees have lost their jobs. The District Department of Transportation (DDOT) announced the Circulator shutdown in July, citing low ridership and high operating costs.  Meanwhile, the Amalgamated Transit Union Local 689, which represents the operators, urges the Department of Transportation, the District and the Washington Metropolitan Area Transit Authority (WMATA) to negotiate a better transition plan for its members. "It's unfortunate that they're put in a position where they're given an opportunity to apply for an open position at WMATA, but they're going to be starting over from scratch,” said Benjamin Lynn with ATU Local 689. “Most Circulator workers on the average are going to be taking somewhere in between a $9 or $11 less per hour pay cut." Many operators say they don't know where they can go next.  Late-night service on the Woodley Park-Adams Morgan (WP-AM) and Georgetown-Union Station (GT-US) routes will also be terminated. The remaining routes will operate on 20-minute headways. Layoffs begin for DC Circulator employees as DDOT phases out transit system ATU Local 689 said it is disappointed that WMATA will not absorb all of the Circulator employees.  “ATU Local 689 is disappointed that the Mayor and Director of DDOT have so far continued to refuse to sit down and negotiate a transfer of the Circulator service to WMATA,” Lynn said. “Had there been the desire on the Mayor’s part to prioritize Circulator riders and workers, this could’ve been avoided.” A DDOT Spokesperson said it is committed to supporting the employees but is not a party to the collective bargaining agreement with the union and does not dictate WMATA hiring practices.  DC News Now reached out to WMATA and is still waiting to hear back.  The Circulator service will be terminated entirely by the end of this year.
