Man faces sex crimes charges after joint investigation in East Baton Rouge Parish

BATON ROUGE, La. (BRPROUD) -- A man accused of seeking to have sex with a juvenile in East Baton Rouge Parish was arrested after an investigation.
Justin Payne, 39, was charged with attempted carnal knowledge of a juvenile, indecent behavior with a juvenile, pornography involving juveniles and computer-aided solicitation of a minor.
Payne was charged after a joint investigation involving the East Baton Rouge Sheriff's Office, FBI Violent Crimes Against Children Task Force and Louisiana State Police.
EBRSO said Payne contacted an undercover agent about having sex with a 14-year-old juvenile. He reportedly asked the undercover agent in a text message "do you like older guys," according to an affidavit. Payne is also accused of sending a lewd photo to the undercover agent.

Deputies said a meeting between Payne and the undercover agent was set up.
"Law enforcement observed what appeared to be the accused's vehicle passing by the undercover location several times," according to the affidavit.
EBRSO said Payne decided to go back to a nearby store without stopping at the undercover location. He was then reportedly contacted by law enforcement. EBRSO said agents could hear the conversation between Payne and the undercover agent "on an open telephone line."
The sheriff's office said Payne was taken to its headquarters for questioning after being told his Miranda Rights before he asked for an attorney.
Payne was booked into the East Baton Rouge Parish Prison on Friday, Sept. 27. He remains in jail on a $500,000 bond.
