Richland, N.Y. — A two-vehicle crash on Route 3 in Oswego County closed down the road in both directions for more than four hours Friday afternoon.The crash in the town of Richland was reported at 11:48 p.m. at Route 3 and Manwaring Road, said Trooper Jennifer Jiron, a state police spokesperson.
