Willoughby Hills City Council is looking to pass a resolution that would enable the city to apply to be part of the Ohio Public Works Capital Improvement and Local Transportation Improvement program. This program will provide a $150,000 grant and a $50,000 loan to the city to resurface all of River Road within city limits, according to Mayor Chris Hallum. The Ohio Department of Transportation is funding 80 percent of the construction costs; the city would be responsible for the remaining 20 percent of the construction costs as well as the engineering, Hallum said. The estimated cost of the entire project is approximately $600,000 to which the $150,000 grant and the $50,000 loan would be applied for the city’s share. Regarding the River Road grant, the city submitted the application for the grant in May and was notified of being on the preliminary slate in August, said City Engineer Pietro DiFranco. “That is selected by the Lake County Committee,” he said. “From there, it goes to a district committee, which covers several counties.” DiFranco said the district committee was scheduled to have a meeting earlier this month, but it got postponed. “That meeting will happen soon, but we won’t be notified until that meeting happens, so we haven’t gotten the official notice yet,” he said. Final applications are due to the state on Oct. 11, DiFranco said. “Being proactive, I wanted to get a couple readings on the council agenda,” he said. DiFranco advised the resolution should be on for an additional reading. “We have time, and passing it doesn’t give us any sort of advantage or expedited time frame,” he said. DiFranco said design is planned for 2025, and construction would then take place in 2026.
