A baffling communication breakdown and unclear chain of command were just some of the “foreseeable, preventable” Secret Service failures when Donald Trump was shot July 13 in Pennsylvania, according to a Senate report released Wednesday. About 22 seconds before Thomas Crooks shot the former president at a campaign rally in Butler, Pa., a local cop spotted Crooks and sent a radio alert about a gunman. But crucial Secret Service personnel never got that alert, according to their interviews with Senate investigators. And days earlier, local officers identified the building where Crooks would eventually fire from as a security concern, warning Secret Service agents that they didn’t have the personnel to cover the roof. Wednesday’s report from the Senate Homeland Security and Governmental Affairs Committee said there were conflicting accounts on who was responsible for the building. But one local officer, captured in body-camera video moments after the shooting, gave his opinion clearly. “I f—king told them that they needed to post guys f—king over here…I told them that f—king Tuesday,” one Butler officer said. “I talked to the Secret Service guys. They’re like, ‘Yeah, no problem. We’re going to post guys over here.’” The Senate investigation was one of three public probes into the Secret Service failures on July 13. A summary of the agency’s internal investigation was released last week, and a House of Representatives investigation is ongoing. “The consequences of those failures were dire,” said Michigan Sen. Gary Peters, the Democratic chairman of the Senate committee. Then-Secret Service boss Kimberly Cheatle resigned days after the shooting, and at least five agents were reassigned. The internal investigation partly blamed “complacency” by some within the office. “This was the result of multiple human failures of the Secret Service,” said Kentucky Sen.
