ROCHESTER, N.Y. (WROC) — The New York State teachers union, NYSUT, unanimously passed a resolution calling for "bell-to-bell" restrictions on smartphones, smartwatches, and earbuds in schools Friday. According to NYSUT, the restrictions would last from school opening to dismissal, with exceptions for instruction and safety reasons. The resolution calls for individual plans to be designed on the local level, with parents, educators, and unions weighing in. It also calls for state resources to fund the plans. According to a September poll, 85 percent of NYSUT membership was in favor of banning cell phones and personal electronic devices for the duration of the school day. The poll also found 88 percent of respondents believe cell phones prevent students from developing adequate social skills, 81 percent believe cell phones play a major role in bullying, 80 percent believe they play a role in distractions in class, and 71 percent believe they are responsible "for driving a negative or unhealthy school culture." “Schools that have implemented a ‘bell-to-bell' ban, tailored to local needs and concerns, have seen significant improvements in student focus, classroom engagement, children’s relationships and school safety," NYSUT President Melinda Person said in a statement released Tuesday. "NYSUT will always advocate for what is best for kids and our school communities, and that means restricting these devices to prioritize students' mental health, distraction-free learning environments, and positive interactions with peers.”   Governor Kathy Hochul announced support for a statewide cell phone ban in schools Friday. Schools in Greece and Brockport have already implemented strict policies regarding student cell phone use. In many other local districts, students are required to keep such devices in their lockers during the day.
