A Chicago-based firm pursuing an ambitious redevelopment of the land where The DoubleTree by Hilton Hotel Park City — The Yarrow is located proposes a series of amenities, including areas for a food truck and a coffee shop, as discussions with a City Hall panel continue.Some of those details of the Singerman Real Estate concept for one of the corners of the high-profile intersection of Park Avenue and Kearns Boulevard likely will not weigh heavily on the eventual Park City Planning Commission vote, but they are noteworthy nonetheless amid the broader talks.A City Hall report drafted in anticipation of a Planning Commission meeting scheduled on Wednesday provides some of the details, describing Singerman Real Estate as having made recent revisions.They include:The reconfiguration of what is described as a “signature trail” on the north side of the land. The report says the new configuration provides “more direct access to the site for pedestrians and cyclists.” Access and an alignment for City Hall to build a ramp on the north side of the property that would serve a pedestrian-bicyclist tunnel underneath Kearns Boulevard, if the municipal government should someday pursue an upgrade like that. Another plaza providing benches and landscaped areas on the northwest section of the land. A spot where a coffee shop could be located, on the ground level in between two of the project’s buildings. An art plaza, which is being “reimagined,” between two of the project’s buildings. A spot where a food truck or another type of use could “activate” a trail outside one of the project’s buildings.The Planning Commission on Wednesday is scheduled to hold a public hearing, but a vote on the project is not expected. The meeting agenda points to the possibility of a continuance to Oct. 23. Singerman Real Estate hopes for a final Planning Commission vote in October.The Singerman Real Estate concept involves a condominium-hotel and 60 units of restricted affordable housing. It also calls for space for restaurants or bars, retailers and offices.The firm wants an exception to the City Hall rules regulating building height at the location. The design envisions a height of slightly less than 45 feet at the corner of Park Avenue and Kearns Boulevard, stepping up from 35 feet that would also be part of the design at the corner. The designs also call for certain other locations along Kearns Boulevard to reach 43 feet in height.The City Hall zoning at the location limits the height of buildings to 35 feet. City Hall is processing the proposal as a master planned development. Under the rules of that sort of application, a developer is allowed to seek an exception to the height limits. That decision would be based on an analysis specific to the location.The concept has drawn attention with the intersection being so important to the community. Park Avenue at the location and Kearns Boulevard are parts of the state highway system and carry large numbers of vehicles throughout the year. The spot is the first heavily developed commercial area inside Park City that inbound drivers on Park Avenue reach as they enter the city.Singerman Real Estate sees the project as becoming a catalyst for the potential redevelopment of the wider Bonanza Park district.The Planning Commission meeting is scheduled to start at 5:30 p.m. at the Marsac Building. It will also be broadcast online on the municipal website, www.parkcity.org.
