This year's conference was held September 18-20 at the Alerus Center in Grand Forks. The Lifetime Achievement Award recognizes exceptional leaders who have made a significant impact on their communities. Rohr has spent 43 years working in law enforcement, which culminated in his current role as Mandan City Commissioner, a position he has held since 2010. His active participation in community events and his initiatives to address local issues further exemplify his commitment to the people of Mandan. Wishek named North Dakota’s 2024 City of the Year Rohr has been instrumental in developing programs that aim to reduce crime and enhance public safety. He's an active member of the North Dakota Police Chief’s Association, and he teaches at Bismarck State College, where he aims to prepare the next generation of law enforcement professionals.
