Multiple Lake County Executive Airport projects are “starting to hit the ground.” That statement, made by Patty Fulop, the facility’s manager, was recently shared with the Lake Development Authority board. A federal grant authorizing funding for a significant portion of the construction of a new terminal building was subsequently “approved and signed” during the group’s August meeting in Painesville. The board additionally adopted a resolution authorizing Fulop to enter into an agreement with Solon-based Asphalt Fabrics and Specialties, Inc., for crack sealing and “further appropriating funds.” Earlier this month, a pre-construction meeting was held preceding runway pavement rehab and Taxiway A shift, simultaneously, so runway closure could be kept to a minimum, she added. Noting the Sept. 16 date, Fulop said the strip would be closed for about 45 days. “That should cover both projects and get everything done,” she added. “Our next step will be to award the project and then we can start moving forward with permits from the city.” The grant, which Fulop previously described as a “once-in-a-generation funding opportunity,” is the result of the 2021 Bipartisan Infrastructure Law, Airport Terminal Program. Last October, the LDA submitted an application requesting an amount of $2,665,957 in eligible grant funds for a 5,225-square-foot building, with an estimated cost of $3,754,570. Fulop emphasized that not all project costs are eligible to be funded. “Areas that serve the public and meet the needs of passengers from entry to their aircraft, such as public restrooms, elevators, lobby, waiting rooms, concession areas, and all accessible space can be funded through the Airport Terminal Program,” she said. “Administration offices, stairs, storage, and any private-use areas will not be funded….those costs will be borne by the airport and sponsors.” Earlier this year, U.S. Sen. Sherrod Brown, D-Ohio, announced the airport would receive the investment to replace the current 37-year-old trailer. A study was later completed by the LDA, co-sponsor of the airport, to determine the need, location, and size of a new terminal building, Fulop noted, adding law requires the Federal Aviation Administration to award $5 billion over five years to improve and upgrade terminal buildings at airports in the United States. Lake County, the other co-sponsor, funded the architectural/engineering of a preliminary design of the facility. “One billion dollars is awarded annually, with 10 percent, or $100 million annually, required by law to be granted to general aviation airports,” Fulop said. Additionally, FAA funding gives priority to reliever airports, of which Lake County Executive Airport serves Cleveland Hopkins International Airport. Lake County Executive Airport, located in Willoughby, is one of the publicly-owned airports in 84 of Ohio’s 88 counties. Additionally, there are 633 private airports and heliports in the state.
