BAKERSFIELD, Calif. (KGET) -- Gang members organized a hit at a party on Lloyd Street last month to kill a man who owed money, court documents allege. The man -- whose name has not been released -- was a former member of the East Side Bakers street gang who owed "tax money" for drug sales, a witness told police. The man was previously attacked while incarcerated, the witness said. The witness told police "It was no secret to (the victim) that when he got out of custody, people would try to kill him." Rodrigo Lara, 31, was arrested days after the shooting and has pleaded not guilty to charges of murder, gang conspiracy and possession of a gun and ammunition by a felon. Early on Aug. 25, police went to the 400 block of Lloyd Street — north of Brundage Lane and east of Union Avenue — after a ShotSpotter activation registered eight gunshots. They found a man in a driveway suffering from multiple gunshot wounds. He was declared dead at the scene. Officers spoke with residents of the home, canvassed the neighborhood and gathered surveillance footage. The residents told police they held a party the night before that stretched into the early morning. Police began pinging that phone, but it appeared to be turned off until the morning of Aug. 27, documents said. Once they got a location on the device, police went to a home where they found the phone hidden in a laundry detergent container, the reports say. The phone's owner was home. He told police he'd attended the party and heard -- but did not witness -- the shooting. Data extracted from his phone showed a call was made at 2:24 a.m. -- 37 minutes before the shooting. Contact information for that number was deleted soon after, the reports say. A records check linked the number to Lara, police said. On Aug. 29, more surveillance footage of the suspected shooter was obtained -- some of which was clear enough to make an identification. The suspect's "unique long black hair", goatee and other physical characteristics matched footage police had from contacting Lara earlier in the year, according to the documents. "Based on additional surveillance video . . . Judging from surveillance video, police believe he crossed between houses mid-block and used the alley to get to the Bliss Street side of Lloyd Street. Surveillance video captured the sound of shots fired at 3:01 a.m. Within a minute, Lara is seen running west out of the alley, according to the documents. His left arm swings as he runs, but his right arm remains by his waist -- as if he's holding a gun, documents said.
