UPDATE 2: FRANKFORT, Ky. (ABC36 NEWS NOW) – Governor Andy Beshear has directed that flags at all state buildings be lowered to half-staff from sunrise to sunset on Saturday, September 21, to honor Russell County Sheriff’s Deputy Joshua Phipps, who died in the line of duty. Deputy Phipps, 38, a former officer with the Louisville Metro Police Department, was fatally shot on Monday, September 16, during a search for a suspect. He later died from his injuries at Russell County Hospital. Funeral services for Deputy Phipps are scheduled for 2 p.m. this Saturday at 3trees Church in Russell Springs, with cremation to follow. Governor Beshear has invited all individuals, businesses, organizations, and government agencies to participate in the tribute. UPDATE: The coroner has identified the other person who died in the incident as 41-year old Joshua Arnold. (ABC36 NEWS NOW) – The Russell County community is preparing to say their final goodbyes to Deputy Josh Phipps, who was fatally shot in the line of duty earlier this week. Deputy Phipps, 38, was assisting state police in a search for a suspect on Bluebird Drive in Russell Springs when he was shot on Monday. State police have confirmed that the suspect involved was also shot and killed. A candlelight vigil was held on Wednesday night at the Russell County Courthouse to honor Deputy Phipps. The community gathered to remember his service and dedication. Stotts-Phelps-McQueary Funeral Home has announced that visitation for Deputy Phipps will take place on Saturday morning at 10:30 at Three Trees Church in Russell Springs. The funeral service is scheduled for the same location later that afternoon at 2:00. Deputy Phipps’s death has deeply affected the local law enforcement and broader community, prompting an outpouring of grief and support.
