NORFOLK, Va. (WAVY) — A Norfolk man is clinging to life after his motorcycle was struck Saturday by a driver who took off. Hugo Perez, who was out on what was to be a quick errand, is now at Sentara Norfolk General Hospital, and his family is reeling. "My brother-in-law, he's only 19 years old," said Neftali Moeglin. "Happy guy, he's never mad, no matter how day's going. He's just, just a happy, happy guy." Norfolk Police responded to the 3600 block of Pleasant Avenue around 9:40 p.m. Sept. 14 for the report of a traffic crash involving a motorcycle. When officers arrived, they found a man suffering from serious injuries, and he was taken to the hospital for treatment. The other driver was not at the scene when police arrived. A witness who helped on the scene told 10 On Your Side what she saw. "I saw him stroll by," said Carisa Terry. "He did stop at the stop sign. However, when he crossed over 16th Bay [Street], the person coming off of 16th Bay did not stop and they just kept on going at a high speed and struck him." Neftali Moeglin said Perez went for a quick errand, but he never returned Saturday night. "I don't know where he is," Moeglin said. "So we start making a couple of phone calls. We can't find him until Monday. Then, we ... decided to call the police and make a missing person report." The family identified Perez in the hospital on life support. Terry said many drivers run the stop sign at the intersection of 16th Bay Street and Pleasant Avenue. "I would just like for people to pay attention to the roads and the signs and the people out here in the neighborhood," Terry said, "because this is a neighborhood that has a lot of children as well, and if they can't even play outside because people are ignorant to the stop signs and feel that they don't have to follow the rules, then these are the consequences that happen for those actions." The family is now searching for answers, calling on the community for help. "We want justice, and I think that if anybody's outside, they know this person who did this to him," Moeglin said. "Please come up and say something." The family is accepting donations to pay for Perez's hospital bills. Click here to donate. Norfolk Police say this is an ongoing investigation.
