TOPEKA (KSNT) - Topeka city council voted to approve it's 2025 operating budget in an 8-1 decision with only district one councilwoman, Karen Hiller, holding out. Most notably for taxpayers the city did not increase the mill levy as was originally proposed. City manager, Robert Perez, made last minute adjustments to the proposed budget to keep the mill levy at 36.952. A stagnant levy means Topekans' property tax obligation to the city will remain the same for 2025 as it was for 2024. At the Tuesday night meeting, Hiller, among other councilmembers, voiced concern over the city's decision to use $11.8 million of its unassigned reserve funds to cover the initial budget shortfall of $15 million. The council ultimately decided dipping into cash reserves to plug the budget hole is the best path forward. It remains to be seen how the decision will impact future budget planning for the city.
