TOWN OF MANITOWOC RAPIDS, Wis. (WFRV) - Rural Manitowoc County residents are sounding the alarm about a proposal for a change to their fire services. Town of Manitowoc Rapids supervisors could vote to end contracting with the Rockwood and Silver Creek Volunteer Fire Departments in favor of turning over fire duties in the town to the city of Manitowoc Fire Department. It was standing room only at the town hall on Wednesday night to discuss the possible changes in fire services. The town hall board room ended up reaching capacity and some people had to stay outside while the meeting took place. Just about everybody who attended the meeting were against the town changing fire services. "I'm confused, I'm mad and I'm upset, because this isn't a broken system," said Michelle Endries who owns a business in the town of Manitowoc Rapids. "There isn't anything going wrong here that needs to be fixed."  20-year-old New York woman arrested in Wisconsin for allegedly stealing mail Endries told Local 5 News that she's concerned that the changes will increase response times. Others questioned whether the city of Manitowoc firetrucks have the right equipment to effectively fight fires in rural areas. We're told that the city of Manitowoc doesn't have tanker trucks which can carry extra water to the scene of the fire. They are able to not have this equipment because there's lots of fire hydrants in the city. However, in more rural areas without hydrants the city of Manitowoc firetrucks would only be able to fight fires with the limited water that they can carry and then would have to call in mutual aid. Several residents were emotional during public comment talking about past experiences of dealing with fires at their homes or barns and recalling how some of the volunteer fire departments went above and beyond to help them out. They said they don't think they'd get the same quality of service if the city of Manitowoc took over. "Personally I think Manitowoc Rapids deserves better leadership than this," said Endries. "This isn't a broken system, there isn't a problem here that needed to be solved. It kind of boggles my mind that they have come up with a system that reorganizes these fire departments when there's nothing wrong."  Fire officials say the change would also slash funding for their volunteer fire departments because the amount of money they get is directly correlated with the number of residents they serve. Rockwood would lose about a third of their coverage area if they no longer served the town of Manitowoc Rapids. "We would certainly be even more conscious of what our spending is, we're already very conservative with our spending," said Rockwood Fire Department chief Tom Arndt. Packers running back AJ Dillon and wife Gabrielle announce new campaign to combat hunger "Listen to the townspeople, they are telling you they don't like it or want it, we've received numerous calls from people saying this isn't what they want," said assistant fire chief for Silver Creek Fire & Rescue Kevin Klosinki. Town of Manitowoc Rapids supervisors said the switch to the city of Manitowoc for fire services would save the town about $104,000 over five years. It would also help them pay for ambulatory services which officials say continues to rise. "I feel like this can benefit a lot of town residents and their businesses," said town chairman Josh Stradal. "This has nothing to do with shutting down fire departments."  "The volunteers are here to serve the community, it's a free service to the community," said Klosinki. "When the city gets involved there's going to be charges."  He says there's another advantage to having volunteer fire departments in the community that have been around for a long time. "They know the layout of the land, they know what things they need to look for, where they can park vehicles," said Klosinki. Stradal is the fire chief for Branch Fire and Rescue which we're also told serves the town of Manitowoc Rapids. However, the changes in fire services wouldn't negatively impact their department. Stradal announced in the meeting on Wednesday night that he would recuse himself from voting on whether to approve the fire service changes to avoid a conflict of interests. Town supervisors will host an informational session on the fire services contract next week from 6 p.m. until 7 p.m.
