INDIANAPOLIS -- A Hendricks County man was arrested on Thursday on multiple charges of child exploitation and child porn possession, the Indianapolis Metropolitan Police Department said. Per IMPD, officers received a Cybertip from the National Center for Missing and ExploitedChildren (NCMEC) on June 21. This tip was tied to multiple files and messages exchanges on an app called Kik, where a user known as "YuitoKirigaya" allegedly possessed and traded child pornography. In total, IMPD said they received 395 files from Kik/MediaLab tied to this account. Within these files, there were several depictions of cartoon child porn, AI/CGI child porn and additional content depicting real children in sexually-explicit scenarios. According to police documents, "YuitoKirigaya" also started a Kik group chat on May 24, asking users to send at least three pornographic pictures or videos of cartoon and anime children. After conducting a search warrant, IMPD said they tied the account to Cesar Minjares-Lemus of Hendricks County. Officers had trouble locating him initially, as they said he is no longer employed, does not have any vehicles registered under him and has not updated his social media pages in many years. In an interview, Minjares-Lemus confirmed he did in fact create the group chat, as well as share and possess child porn. According to police, Minjares-Lemus denied having access to children and said the files did not portray anything he would do "in real life". Online court records show that Minjares-Lemus is charged with seven counts of child exploitation (six of which are Level 4 Felonies, the seventh being a Level 5 Felony) and three counts of possession of child pornography (Level 5 Felony).
