ROCHESTER, N.Y. (WROC) — Congressman Joe Morelle is introducing a constitutional amendment he said would reverse the Supreme Court's decision regarding presidential immunity. The court's ruling determined presidents are immune from prosecution for "core" official actions taken while in office, and presumptive immunity for all official acts. Morelle is the lead Democrat on the Committee on House Administration, which has oversight over federal elections. He said the ruling "erodes the public’s confidence in our institutions and poses as great a threat to our democracy." "This isn't just about Donald Trump and the charges he faces. This is about the office of the presidency," Morelle said. "This is about what Americans believe, and they believe every person should be held accountable. What the court said is that the President of the United States in his or her official duties, could assassinate a head of state, an American citizen, and would not be held accountable by the courts or Congress. It is the most un-American decision in the history of the court." The proposal would need to pass with a two-thirds majority in the House and Senate and be ratified by 38 states in order to amend the Constitution.
