SAN DIEGO (FOX 5/KUSI) -- The family of Elisa Serna, who died while in custody at Las Colinas Detention Facility, has reached a $15 million settlement with the San Diego County Sheriff's Department. Under the agreement, the department will also implement new safety reforms. During a press conference Tuesday, family members said that the settlement is not just about the money but also about saving lives in the jail system. Paloma Serna sat quietly Tuesday as surveillance video showing the final hours of her 24-year-old daughter’s life played behind her. She remembers the first time she watched it. Evacuations downgraded to warnings as firefighters battle 1,000-acre fire "I wanted to commit suicide," Serna said. Serna needed to see what happened to her daughter Elisa, who was in the medical observation unit at Las Colinas Detention Facility. "I watch them over and over again to see more focus on what did the medical and deputies are not seeing what I'm seeing, and they don't care. There is no compassion," Serna said. July Fourth weekend brings heat wave to San Diego According to the Serna family attorneys, in November 2019, Elisa was enduring severe drug and alcohol withdrawal. The jail videos show her collapsing 18 times, vomiting more than 60 times, and suffering multiple seizures. "Four of these 11 seizures were personally witnessed by correctional personnel or medical personnel, or both. She was never given any adequate medical care; she was never brought to a hospital," said attorney Eugene Iredale. "It's horrible, terrible suffering that they go through when they are withdrawing," said attorney Grace Jun. This area has unseated San Diego as ‘most competitive’ rental market in California Serna family attorneys said the medical staff did not follow proper protocol when dealing with someone in withdrawal. They believed Elisa, who was also pregnant, was faking her symptoms.  Her death led to criminal charges against a doctor and a nurse, but neither was convicted. It also resulted in a civil lawsuit filed by the family in federal court, which recently reached a $15 million settlement. Under the agreement, the department must improve its safety measures, including new training for deputies and medical staff. For the next 12 months, a federal judge will monitor the department to ensure compliance. "After Elisa's death, 75 people have died under [former Sheriff Bill] Gore and [current Sheriff Kelly] Martinez. That's an average of 16 deaths a year," Paloma Serna said. New law caps rental security deposits starting July 1 Sheriff Martinez released a statement, reminding the public that she was not sheriff at the time of Elisa's death. She said, "As sheriff, I am committed to improving our jail system and ensuring the jails are safe for everyone who is incarcerated and for all our employees." Serna says she will be watching closely to ensure that the reforms are made. "You know, we just had a sixth death this year," Serna said. "It's reality what's happening. It's someone's life." Under the settlement, San Diego taxpayers will pay $14 million, and the other $1 million will come from Coast Correctional Medical Group, which provided the medical staff.
