PROVIDENCE, R.I. (WLNE) — Today a former lieutenant in the Winthrop Police Department is due in court.    56-year-old James Feeley is expected to be arraigned on new charges of child rape and assault.    Feeley was initially charged back in December of 2023 when he was arraigned on one count of aggravated rape of a child, and indecent assault and battery on a child under 14.   Then in January a two-year-old girl was found unresponsive and died in his home.   The Suffolk County District Attorney’s office reports no foul play is suspected at this time.   Feeley is now facing one count of aggravated child rape and seven counts of assault and battery on a child.    The Massachusetts Department of Children and Families also confirmed that Feeley was a foster parent for the agency.    There are no children currently residing in Feeley’s home.   He’s expected in court at 9 a.m. Thursday morning.  Categories: Massachusetts, News
