City Council hears update on county prep on homelessness this winter

County officials said the strategy for this winter is to make sure there are safe and warm places during the day for the homeless to seek shelter, including expanded daytime hours at Second Avenue Commons. The plan will also provide expanded overflow capacity at other locations.
