Wisconsin man pleads guilty to possession of child pornography child trafficking

WEST BEND, Wis. (WFRV) - A 36-year-old Wisconsin man accused of possessing child pornography and human trafficking in the Philippines pleaded guilty in court on Friday.
Wisconsin Circuit Court records show that Michael Westphal pled guilty to three counts of child pornography and one count of trafficking a child. As part of the plea deal, Westphal had to forfeit all electronic devices, and 21 counts of possessing child pornography would be dismissed but read in at the sentencing.

Authorities say that Westphal was sending a sex trafficker money in exchange for videos and pictures of a child being sexually assaulted. It was also noted that Westphal believed the money was also covering the costs for the trafficker to adopt the victim.
Additionally, Westphal was planning a trip to the Philippines to meet the trafficker and victim in person.
A lead detective then began working with agents from Homeland Security Investigations (HSI) to identify the trafficker and victim.
HSI agents worked closely with authorities from the Philippine National Police (PNP) and the Philippine National Bureau of Investigation (NBI) on this case.
On March 25, 2024, the investigation culminated with a raid in the Philippines that resulted in the arrest of three human traffickers and the rescue of six children, ranging from ages 2 to 15.

Among the children rescued was Westphal’s victim.
Westphal's $500,000 cash bond was revoked, and a sentencing hearing is scheduled for February 21, 2025.
