PRINCE WILLIAM COUNTY, Va. (DC News Now) -- The Prince William County Police Department (PWCPD) said investigators arrested a department member Thursday for abduction, sexual battery and assault and battery. An investigation into 28-year-old James Clinton, who was a sworn law enforcement officer with the PWCPD, began on Sept. 23 after he was accused of having "inappropriate contact" with a woman while on duty two separate times. WATCH: Former Fairfax County Sheriff’s Office sergeant charged with assault PWCPD said the investigation revealed that the first instance happened on June 4 in Potomac Mills, where the woman worked. The pair knew each other and during the encounter, Clinton "forcibly handcuffed" the woman. According to PWCPD, the victim was not being detained or arrested for a criminal violation during their interaction. A short while later, the woman was released from the handcuffs and they both left. The second incident happened on Sept. 22. Clinton and the woman had agreed to meet at Turley Park. He again "forcibly held the victim against her will" while they got into a verbal dispute outside their cars, PWCPD said. PWCPD said Clinton repeatedly threatened the woman and inappropriately touched her while grabbing her neck before they left. The woman reported the encounters to police the next day. While the allegations were brought forward, Clinton was relieved of his police authority and an investigation was launched. On Thursday, he was arrested and placed on administrative leave. He is being charged with two counts of abduction, one count of sexual battery and assault and battery. Clinton is being held without bond and his court date will be held on Nov. 13.
