ROCHESTER, N.Y. (WROC) — The former treasurer of the Shortsville Fire Department Citizens Hose Company was arraigned on a grand larceny charge Wednesday, accused of stealing more than $100,000 from the organization over the course of four years. Jill Havens served as the fire company treasurer from 2018 until August 2022. During that time, investigators said she issued unauthorized checks to pay off her credit cards, make retail purchases, and pay for online video games using company funds. She then allegedly changed the fire company's financial records to cover her tracks. Havens was the town clerk in the Town of Manchester during the same time period. The New York State Comptroller's Office said her actions in that position would be investigated as well. The previous Citizens Hose Fire Company treasurer, Wendy Wharton, pleaded guilty to grand larceny in 2019 after investigators discovered she used company credit cards and cash to gamble at casinos in New York and Las Vegas. “Unfortunately, despite our warnings of needed improvements in oversight, this is the second theft my office has found by this company’s officials in six years," NYS Comptroller Thomas DiNapoli said in a statement Thursday. Havens is scheduled to appear in court on October 23.
