PRAGUE, Okla. (KFOR) — The Assistant Police Chief from Prague and his wife are accused of crimes against foster children in their care. Jeffrey and Kimberly Frisbie were seen leaving the Lincoln County Courthouse Thursday. Jeffrey was the the Assistant Chief of Police in Prague and is being charged with 22 lewd acts with a child and two counts of rape. According to court documents, three children were placed in the care of the Frisbies as foster children. After conducting several interviews with the children, they all told investigators Jeffrey had inappropriately touched them. Additionally, a former foster child of the Frisbies was also interviewed and told police that Jeffrey had raped her while she lived in their home. The foster children also told investigators that Kimberly would punish the children by making them stand facing a wall for long periods, hitting them and pulling their hair. The Department of Human Services telling News 4 in a statement, Children’s safety and wellbeing are some of Oklahoma Human Services’ greatest priorities, particularly when children are placed in a foster home. These allegations go against the very tenets of foster care which are to provide a safe and nurturing temporary home for children.  While this is an ongoing investigation and state and federal confidentiality laws prevent us from discussing the specifics of this case, we must reassure the public that we are fully cooperating and jointly investigating with law enforcement to understand the facts of this case. The Lincoln County District Attorney said he plans to make sure justice is served. On September 25, 2024, my office filed formal charges against Jeffrey Frisbie and Kimberly Frisbie. Jeffrey Frisbie is facing 24 felony counts for various offenses of Lewd Acts to a Child and Rape. Kimberly Frisbie is facing seventeen felony counts of Child Abuse. The charges were the result of an intensive investigation which began immediately after investigators with the DA’s Office were informed of the allegations.  While I am unable to comment on the details of the case due to the pending litigation, I can confirm that the accused, Jeffrey Frisbie, was the Assistant Chief of Police for the Prague Police Department and that all of the numerous victims were foster children placed in their home. My office looks forward to presenting the facts of the cases in court, giving a voice to these victims, while we pursue justice on their behalf and for the State of Oklahoma. At this time, our investigation is still ongoing as we determine who, if any, knew or should of known about the alleged abuse of the foster children in their care.  We intend to hold every person who could have prevented or curbed this abuse responsible for their failure to act.  Adam Panter, Lincoln County District Attorney Jeffrey and Kimberly are due back in court on November 21.
