FRANKFORT, Ky. (ABC 36 NEWS NOW) — On Wednesday, Letcher County Sheriff Shawn “Mickey” Stines appeared virtually for his arraignment, there he entered a not guilty plea, in the murder case of District Judge, Kevin Mullins. But also on Wednesday, the Office of the Governor, Office of the General Counsel sent a letter to the Leslie County Detention Center, addressed to current Letcher County Sheriff Shawn Stines asking him to resign his position. In the letter, it says “We ask that you render your resignation as the Letcher County Sheriff to the Letcher County Judge/Executive by the end of Friday, September 27, 2024. If you do not tender your resignation, the Governor will move forward with removal, under KRS 63.100.” The preliminary investigation indicates Stines shot Mullins multiple times on Sept. 19 following an argument in the courthouse, according to Kentucky State Police. Mullins, 54, who held the judgeship since 2009, died at the scene, and Stines, 43, surrendered minutes later without incident. He was charged with one count of first-degree murder.
